A standalone qualitative research report on the social licence to operate for the proposed Headspring and Uranium One Group uranium project in eastern Namibia
This report examines the social-licence-to-operate (SLO) question for the proposed Headspring Investments uranium in-situ recovery (ISR) project in the Stampriet Transboundary Aquifer System (STAS) in eastern Namibia. The proponent is Headspring Investments (Pty) Ltd, the Namibian subsidiary of the Rosatom-controlled Uranium One Group.
The project sits within a wider basin-area exploration programme of 26 active and pending Exclusive Prospecting Licences covering approximately 59% of the Namibian portion of the basin.
The STAS is one of the largest transboundary groundwater resources in the Southern African Development Community (SADC) region, extending across Namibia, Botswana, and South Africa, and is the principal water source for the affected host communities of Aminuis and Leonardville, the wider Omaheke regional population, and the basin’s downstream communities. The case is in active regulatory and political development at the report’s documentation cut-off of May 2026.
